1. 1.Check if SPANNER_EMULATOR_HOST and STORJ_TEST_SPANNER are set
2. 2.If not set, start Spanner emulator with --host_port 127.0.0.1:10008
3. 3.Run go test with correct environment variables and test path
4. 4.After test completion, ask if user wants to stop the emulator
5. 5.Report test results and offer to investigate failures
